degrees. around the bay wide spread 40s. 40-degrees in oakland. 46 in hayward. san francisco checking in at 49 one of the warmer spots on the map. for today wall to wall sunshine. air quality will be moderate. ridge of high pressure still in control of the weather pattern here. its shifting injust a little bit. we will remain above the seasonal average but we won't be as warm as we have been recently. these will be the records to beat for today. notice we get awfully close san rafael. oakland, livermore, gilroy 73 for the afternoon. here's a look around for a bit. shaving off a few degrees today. good morning, sal. we are looking at a decent commute with not a lot going

on. a couple of minor things. let's do to the bay bridge toll plaza. traffic is moving along nicely. heading up to the bay gates. no major problems if you are driving on interstate 880. some of the road work that is normally there is not right now. we'll have a pretty decent time. and no major problems. at 4:30 let's go back to the desk. it looks like the maps are down. we begin with breaking news in san francisco. firefighters looking for the cause of an early morning fire in the bay view district. it started just a short time ago. alex savidge is out there this morning. pretty dramatic escape for some people. >> reporter: yeah it really was. three people at the hospital right now. all being treated for smoke inhalation and for cuts and scrapes. because they jumped out of a back window of a home early this morning. its really a small cottage that is on the backside of the home. that you are looking at right now. those people jumped out of the

back window. desperate attempt to escape the flames and smoke. firefighters still out here working on some of the hot spots inside that home. the small back cottage that caught fire. let me show you video. this is wham it look -- this is what it looked like. its unclear if they were sleeping when this fire started at 3:00 this morning. firefighters say the people inside somehow realized the place was on fire and they jumped out of that back window and thankfully this is just a one story cottage. >> always a positive thing. we will look to see if there was smoke detectors and if that alerted them and woke them up to get them out of the building. >> reporter: this is video of some neighbors. people who lived in some of the neighboring homes had to be evacuated or brought themselves out of their homes because they saw how large the fire was and

saw the potential for it to spread to their unit. some of the people were taken to the nearby police station just to have a warm place to stay for the time being. we saw them going back to their homes a short time ago. fire flightiers will be looking at what caused this fire. three people able to get out okay. but being treated at the hospital this morning for smoke inhalation, cuts, and scrapes. live in san francisco alex savidge ktvu channel 2 news. governor jerry brown is expected to declare a drought emergency for california this morning in san francisco. ktvu channel 2 reporter tara moriarty is joining us from san francisco with whether the latest long-term weather forecast shows any rain any time soon. tara. >> reporter: three more months of dry weather. that is according to federal scientists. of course the long-range forecast are not as accurate as short term ones. but it does give you an indicator things are not

getting better any time soon. governor jerry brown will declare a drought emergency at 9:00 this morning. obama center as declared 27 counties as natural disaster. increasing awareness among residents and perhaps federal officials. brown managed a drought in the late 70s when he was governor before and at that time he called for a 25% reduction on personal water use state-wide and lobbied washington for federal aid. coming up we will tell you what other lawmakers are doing about the drought and what will help future generations cope with droughts in the future. tara moriarty ktvu channel 2 news. take a look at this. on the left is the map showing what the sierra snow pack looked like on this exact date.

on the right hand side is what the snow pack looks like today. the two maps show just how far behind we are and how dire the situation is. firefighters across the bay area are on heightened alert due to the unseasonally warm weather. they have issued an extreme fire weather warning. warning the fire has burned more than 1700 acres. at this point it is only 30% contained. it did force the evacuation of 3700 people. only half of them allowed to return last night. but many homeowners didn't want to leave. >> materialistic and its not anything expect a structure and i'm insured and everything can be rebuilt.

but i just don't feel like going. >> santa ana wednesday are fanning the flames. schools are closed in the area due to the smoke advisory. three men have been arrested on charges of recklessly starting that fire. they say they were sitting around a campfire when the breeze picked up. police say 48-year-old patrick william has a history of setting fires. ktvu news interviewed him 15 years ago after he was irs ad for a string of fires along public trails in the south bay. investigators say they tied him to 12 recent fires including the destruction of a warehouse last thursday. brennan is currently charged with two fires but the number of counts could go up. police say they have identify him using surveillance visit owe showing a man setting fires along with the work of a midnight duty sergeant who searched through an arsonist

data base. >> partnership with our community is important. and really bringing the case to resolution. >> brennan is a registered sex and arson offender in california. he was arrested in 2001 for sexual battery of a relative. san jose mayor chuck reid praised the contributions made by the police and fire departments and the community. he says he'd like to thank the dedicated residents that came together to help our officers and firefighters solve these crimes. now to our coverage of the 49ers quest for six. the niners will have one final practice in santa clara today

a string of incidents including violence and vandalism at san francisco's main library has caught the attention of senator dianne feinstein and now she wants to do something about it. one of the incidents includes a violent assault on a patriot. and a man who urinated on thousands of books. >> not once has she reminded me that we as a whole city including. mayors since her time invested in our main libraries. >> after the meeting mayor ed lee sent a letter to the library commission asking for new penalties to prevent unkeptable behavior -- unacceptable behaviors. parents in south san francisco are outraged because of the issue of naked men on school campuses wasn't on the agenda.

the dust happened on new years day. the most recent happened monday at south san francisco high. parents say there were never told about either incident. school leaders say because of the brown act they were not able to discuss any item that wasn't on last nights agenda but they plan to discuss it at a future meeting. some safety changes are now in place. google employees may feel a little safer when heading to work. google is providing security for people getting on its shuttle buses in san francisco. they often dress casually in blue jean to ever blend in. san francisco mayor ed lee is set to give his state of the city speech today. and a new plan to keep pedestrians safe in san francisco. the big changes promised by the

back to the morning news. 4:44 4e is the time right now. 20 years ago today the six point magnitude earthquake struck southern california. 16 people died when an apartment complex collapsed. mike lived on the third floor and he became a hero pulling five people out of the rubble. saving their lives. president clinton asked to meet him. >> the president of the united states shakes your hand, looks you in the eye says america is proud of you and you're a hero.

i wasn't ready for that. >> one of the people mike rescued was a woman named iris who then became his wife and they have two sons now that are teenagers. we are halfway through the flu season but the rest is yet to come. there have been 20 flu related deaths in the flu area since flu season began october 1st. many of the victims suffered from the h1n1 strain which is also known as swine flu. its the same virus that killed 600 californians during a pandemic five years ago. doctors say its not too late to get a flu shot to protect yourself. we saw a steady flow of people getting a vaccine yesterday. >> flu season is usually over by march. but this is h1n1 which is was the one that was a hard hytone 2009. this could last as long as april. we just don't know. >> flu related deaths nor pally occur at the end -- normally

occur at the end of january and early february. besides getting the flu shot, doctors say the best way to avoid viral infections is to wash your hands. drivers beware san francisco police are tracking down traffic violators. a special joint meeting was held last night. police chief greg suhr vowed to crack down on drivers that ran red lights, speed, failed to yield to pedestrians or don't stop behind limit lines. those two attended the meeting made it clear they want changes. >> every single day cars hit three people that are walking. >> the city saw a record 21 pedestrian deaths last year. there were seven just last month including one involving a former driver who killed a six- year-old girl. the city is promising $16 million over the next five

years. >> google working on smart contact lenses. the prototype appears to be like any lens until you take a look. it also has a very tiny antenna on the outside rim. they work together to mononor -- monitor glucose levels in diabetics. the malware that stole personal information from 100 million people was partly written in russian. it also is based on another program that was developed by a russian cyber crime master but investigators say that does not mean the attacks came from russia. they add the base malware has been available online for $1,000. a bill to fund the government through september is now on president obama's desk. the senate approved the $1

welcome back to the ktvu channel 2 morning news. the mother of a young man gunned down for his backpack new calling for justice. brandon clemens was shot and killed in east oakland wednesday night while walking home with a friend. that friend says two men came from a nearby porch to rob them and shot clemens when he refused to hand over his backpack. the family says police made little effort top track down the suspects. >> it is obvious what they do. that is not right. that is not fair. >> clemens was the oldest of three boys. his mother says there were only textbooks in his backpack. the friend that was with clemens at the time of the shooting says police need to

look more closely at the residents. a drug task portion has announced one of the biggest drug bust in county history. officers say operation crystal lens resulted in the seizure of $18 million in narcotics. they also confiscated $950,000 in cash. and several vehicles allegedly used for drug activity. two employees are being honored for rescuing a puppy from a trash belt at the dump. they had a chance to see their rescued puppy again. a little dog they named gem. the two workers were given certificates of honor. they said it was a blessing to havived the ten week old pup. >> something moving and as the bag came closer to me i saw its

little paws. like a dog. my assumption was right. i immediately pulled the line. >> gem has been staying in a foster home and still recovering from her injuries. hundreds of people have inquired about adopting her when she is well. a new sea lion center will open their doors in pier 39 today. visitor will have a chance to learn about the world famous california sea lions that live on the dock. they made pier 39 their home shortly after the earthquake. it features interactive displays and videos and one on one interactions. american idol season 13 has rolled through the bay area. last night the san francisco auditions aired on the show. rachel of danville first up. she got the coveted gold ticket to hollywood. ktvu news was allowed back into
